Well, i've been planing to make a Gyarados for a while now, but to do so I need to ask this question: Are Gyarados able to go onto land? And if so, for how long?

Yes they can go on land, as for how long that is unclear. As a creature that lives primarily in water they would need it after a while, but it can be negotiated how long that would be.
