Question: Volcarona

Would Volcarona be classed as a Legendary, or a Pseudo-Legend?

It confuses me since Volcarona can breed in the games, but you only find one in the wild. While along those lines, if it is a Pseudo-Legend, would one be able to make a Volcarona character?

I believe that Phoe had a Volcarona character along with a few other people, so that would be fine. c:

Volcarona is not a pseudo legend, although it is relatively close to being one. The currently known and confirmed pseudo legends are Dragonite, Tyrannitar, Salamence, Metagross, Garchomp, and Hydreigon (with Kalos's Goodra being speculated as being one) and pseudo legends are fine to be made as characters. Volcarona, although close to being classified as one, is only just a rare Pokemon.

Volcarona is fine to be made as a character, as it is simply rare. From what I remember, the only Pokemon not allowed would be legendaries and Phione.
